Dorchester County Police Accountability Board
To File a Complaint:
Pursuant to Dorchester County Code, Chapter 122, Section 122-2 (D&E) , within three days of receiving a complaint alleging police misconduct, the Police Accountability Board (PAB) will forward the same to the appropriate law enforcement agency for investigation and recommended disposition. Complaints submitted to the PAB must be signed, but do not need to be notarized.
The Dorchester County Police Accountability Board and Administrative Charging Committee have no jurisdiction over matters occurring prior to the July 1, 2022 effective date of the Maryland Police Accountability Act of 2021.

The Dorchester County Council and Police Accountability Board are accepting letters of interest and resumes from qualified Dorchester County residents who wish to serve on the Administrative Charging Committee (ACC).

PAB MEETINGS:
Police Accountability Board meetings are held quarterly on the 2nd Monday of the months of July, October, January and April (special meetings may be called as necessary). Meetings are open to the public and held in Room 110, Dorchester County Office Building, 501 Court Lane, Cambridge, Maryland 21613.

Pursuant to Chapter 59, Laws of Maryland 2021, Maryland Police Accountability Act of 2021 – Police Discipline and Law Enforcement Programs and Procedures, a Police Accountability Board (PAB) and Administrative Charging Committee (ACC) has been established by the Dorchester County Council with the adoption of Bill No. 2022-11.

The PAB’s duties include, but are not limited to, the following:
(1) Hold quarterly meetings with heads of law enforcement agencies and otherwise work with law enforcement agencies and the county government to improve matters of policing;
(2) Appoint civilian members to charging committees and trial boards;
(3) Receive complaints of police misconduct filed by members of the public;
(4) On a quarterly basis, review outcomes of disciplinary matters considered by charging committees; and
(5) By December 31st each year, submit a report to the County Council that identifies any trends in the disciplinary process of police officers in the county and makes recommendations on changes to policy that would improve police accountability in the county.
