CONTRACT NO. DPWSWD-01-25 CLOSURE CONSTRUCTION
NEW BEULAH MUNICIPAL LANDFILL RFP
 
Sealed Proposals, addressed to Dorchester County, Contract No. DPWSWD-01-25 for the closure construction of the New Beulah Municipal Landfill will be received until 25 April 2025 at 2:00 PM Local Time, by the County Council, Room 108, County Office Building, 501 Court Lane in Cambridge, Maryland 21613, after which they will be publicly opened and read aloud in Room 110.

The Contractor’s services shall include closure construction for New Beulah Municipal Landfill.  The project spans approximately 37.8 acres in size and construction includes: clearing and grubbing within the limits of disturbance, demolishing, decommissioning, and abandoning existing landfill gas features, constructing the final geosynthetic cover system, constructing and installing new landfill gas wells, piping, and flare, constructing condensate drains and leachate manhole modifications, constructing a cover access road, dewatering and cleaning out sediment basins, replacing spillways, constructing stormwater channels, downchutes, and terraces, permanently stabilizing disturbed areas, and maintaining permanent vegetation for a one-year warranty period.

The project shall be completed within 270 calendar days after the start of work; start of work shall begin within seven (7) calendar days after Notice to Proceed is provided by Dorchester County.  This Project will be constructed under the provisions of the Bid and Contract Documents for Closure Construction: New Beulah Municipal Landfill, Dorchester County, Maryland.

The Bidding Documents, including Information for Bidders, Bid Form, Proposal Form, Drawings, and Specifications may be obtained free of charge after 10:00 AM on 24 March 2025 at the following website: eMaryland Marketplace website (https://emma.maryland.gov).  Information on bidding requirements will also be posted to the County website (https://dorchestercountymd.com/bid-invitations/).

The Bidding Documents may also be examined by appointment (410-228-2920) between the hours of 8:00 AM and 4:00 PM at the Dorchester County Department of Public Works offices at 5435 Handley Road in Cambridge, Maryland, and copies of these documents may be obtained after 10:00 AM on 24 March 2025 upon payment of $300 per set (includes bid package and specifications), which will not be refunded. Checks shall be made payable to “Dorchester County Department of Public Works”.

On 8 April 2025 at 10:00 AM Local Time, a “Pre-Bidding Conference” will be held in Room 110 at the Dorchester County Office Building, 501 Court Lane, Cambridge, Maryland with a site visit directly afterward at the Beulah Facility, 6815 East New Market–Ellwood Road in Hurlock, Maryland. The purpose of this conference is to clarify any interpretation of Contract Drawings and Specifications as advertised and intended for bidding purposes. All invited bidders are requested to attend this conference; however, attendance is not mandatory.

The deadline for questions regarding the project documents will be the close of business on 18 April 2025.

The Dorchester County Council hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement; bidders will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, sex or national origin in consideration for an award.

The County reserves the right to reject any and all bids, waive formalities, informalities and technicalities therein, and to take whatever bid they determine to be in the best interest of the County considering the lowest or best bid, quality of goods and work, time of delivery or completion, responsibility of bidders being considered, previous experience of bidders, or any other factors they deem appropriate.
