Job Summary
This position provides supporting financial management and administration to the Finance Department under the direction of the Finance Director. Assists Finance Director with supervising subordinate personnel, setting organizational structure and staffing requirements. Assists in preparing and monitoring budgetary constraints, monitors, maintains and corrects accounting functions. Assists Director with researching, compiling information, formulating recommendations and providing technical advice to internal stakeholders.
Primary Responsibilities:
• Assists in the maintenance and oversight of the county’s operating and capital budget to adequately monitor the payroll operations, general ledger, accounts payable, accounts receivable, and financial operations.
• Assists in the development and implementation and oversight of financial and accounting control systems as required to safe guard assets, create efficiency, and monitor adequate audit controls.
• Investigates and resolves accounting based issues and discrepancies in cooperation with departmental managers and appropriate finance staff.
• Assists in various federal, state, and local compliance audits as directed by the Finance Director.
• Directs activities and provides oversight of the Treasury area by planning, assigning, scheduling and reviewing work. Includes all accounts receivable transactions departmental wide to ensure revenue streams are being timely collected to meet current outflow demands.
• Assists with hiring decisions, training, and developing, reviewing performance, and administering corrective action for staff.
• Assists with establishing long term and short term departmental goals and objectives for best practices in cooperation with the Finance Director. Assigned accounting projects at the direction of the Finance Director to improve operations, greater transparency, and cooperative engagement among Departmental Managers.
• Perform other duties as assigned.
Education/Experience/Qualifications:
• Bachelor’s degree in Finance, Accounting, Public or Business Administration, or a related field required (Master’s degree preferred) with four years of progressive experience in finance, budgeting or accounting management, with at least three years in a senior leadership role; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
• Strong knowledge of governmental accounting principles (GAAP) and financial regulations preferred.
• Proficiency in financial software, spreadsheet applications, and enterprise resource planning (ERP) systems.
• Excellent analytical, problem-solving, and communication skills.
• Proven leadership abilities with the capacity to manage and inspire a team.
• High ethical standards and a commitment to transparency and accountability.
Physical Requirements:
• Must be physically able to operate a variety of machinery and equipment including a computer, copier, telephone, and communications equipment. Must be able to use body members to work, move or carry objects or materials. This position requires walking, standing, bending, stooping, pushing, pulling, lifting, grasping, feeling, seeing, talking, hearing, and repetitive motions.
• Must be able to exert up to twenty pounds of force occasionally, and/or up to ten pounds of force frequently. Physical demand requirements are at levels of those for light work.
• Clear vision and hearing, including the ability to communicate effectively in various environments.

• When position requires vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by Dorchester’s safe driving policy
