Dorchester County, Maryland is accepting proposals from qualified professional legal firms and/or attorneys with local government experience to be appointed as the County Attorney and to provide legal services.

The County Attorney shall: 1) attend all County Council regular session and closed session meetings as well as specially called meetings as needed; 2) provide general advice and other legal services typically provided by the position of County Attorney; 3) advise to the legality and legal consequences of proposed courses of action; 4) provide legal counsel relative to legal prosecution and defenses for and against the county and county officials acting in their official capacity, as directed by County Council; 5) attend meetings and provide legal advice for other county boards and county departments as needed; 6) draft and review contracts, lease agreements, easement, legislation, resolutions and amendments to existing bills and resolutions; 7) handle real estate transactions, including foreclosures, preparing of deeds and property descriptions; 8) provide written responses when appropriate to open records requests, civil action files and requests for legal interventions or guidance from the County Council.

There are no fixed office hours at the County Office Building. It is expected that the County Attorney will manage his or her own workload and schedule with the highest priority being given to serving the County as compared to other clients the attorney may have in private practice. High priority will be demonstrated by timely verbal and written responses as well as availability for in person meetings on short notice when needed.

All responses must include a monthly fixed flat rate amount as wells as a proposed hourly rate for services as compensated at an hourly rate.


The County Council of Dorchester County is requesting proposals for County Attorney. Sealed bids, clearly marked “County Attorney,” are to be submitted on February 3, 2023 at the Dorchester County Office Building, Room 108, 501 Court Lane, Cambridge, MD 21613 no later than 1:00 p.m. Bids will be opened and read publicly immediately thereafter in Room 110. The Dorchester County Council reserves the right to accept or reject any and all bids or parts of bids when it is judged in the best interest of the County.
