DIRECTOR OF PUBLIC WORKS

Salary Range ( $106,000 – $112,000)
Purpose:
The purpose of this job is to manage and direct the operations of the Dorchester County Public Works Department and the County Landfill & Transfer Stations to ensure compliance with state statutes, County goals, policies, resolutions, and applicable governmental regulations to support high quality, cost-effective and dependable roads, highways, bridges wetlands and landfills.
Job Functions– Public Works/Highway:
• Directs, manages, and coordinates the public works operations, staff, facilities, programs, projects and planning of existing and future services.
• Coordinates and oversees the activities of the consultants, engineers, and other contractors.
• Develops and implements a comprehensive strategic plan for public works projects and programs, ensuring alignment with the county’s long-term goals and objectives.
• Oversees the maintenance and repair of public infrastructure, including roads, bridges, stormwater management, and public buildings, to ensure the safety and functionality of these assets. Oversees the maintenance of County vehicles.
• Manages the department’s budget, allocating resources effectively and efficiently to meet project goals and fiscal responsibilities.
• Leads the planning, design, and construction of public works projects, managing contracts, schedules, and budgets while adhering to all relevant regulations.
• Promotes sustainable practices in public works operations, including eco-friendly infrastructure, waste management, and energy efficiency.
• Provides leadership and guidance to a diverse team of professionals, fostering a collaborative and productive work environment.
• Ensures that all public works activities comply with local, state, and federal laws, regulations, and standards.
• Works with local residents and stakeholders to gather input, address concerns, and promote transparency in public works projects.
• Develops and maintains emergency response plans to address public infrastructure emergencies such as natural disasters, ensuring the safety of the community.
• Attend meetings of the Council, committees and related organizations as required.
• Performs other duties as required.
Job Functions– Landfill:
• Directs work procedures, expenditure workflow, implements and administers policies, goals and objectives governing the County’s solid waste management program
• Reviews studies, research and investigations provided by Landfill management.
• Manages the placement of traffic control devices and erosion and sediment control devices.
• Manages the County Recycling Program.
• Identifies resource needs for the Solid Waste division.
• Attend meetings of the Council, committees and related organizations as required.
• Performs other duties as required.
Education and Qualifications
• Bachelor’s degree in Civil Engineering, Public Administration or related field with seven (7) years of experience in public works, engineering, public utility planning, public utility management and/or, environmental regulatory management required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job.
• PE (Professional Engineer) preferred.
• Valid Driver’s License required.
• Full understanding of all applicable Federal, State, and local laws and regulations governing municipal public works/engineering.
• Working knowledge of budgeting.
• Excellent oral and written communication skills.
• Ability to effectively present information to Council, County Manager and to public groups.
Physical and Environmental Demands
• Must be physically able to operate a variety of machinery and equipment including tools, ladders, two-way radio, van, and telephones. Must be able to use body members to work, move or carry objects or materials.
• This position requires: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion.
• Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those of medium work.
• May be required to work on religious holidays.
• Regular and predictable attendance is required.
• On-call for Facility Maintenance Issues
• Must work cooperatively with others.
• When position requires vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by Dorchester’s safe driving policy.
